Samwel is a Human Rights Lawyer and Assistant Lecturer in Law at the University of Dar es Salaam. He also works as Consultant at Victory Attorneys & Consultants, a law firm based in Dar es Salaam. As a Lecturer of Law and Human Rights, Samwel participated in a number of human rights consultancies commissioned by various NGOs and INGOs in Tanzania. He was part of the task force that reviewed the Cyber Crimes Act, 2015, the Media Services Act, 2016, the Access to Information Act, 2016 and drafted petition to challenge the same before  the High Court of Tanzanian and East African Court of Justice.
