Wakabi Wairagala has experience in integrating ICT in governance and development work, and has for many years been involved in national, pan-African and international research initiatives. As Executive Director of the Collaboration on International ICT Policy for East and Southern Africa (CIPESA), he has diverse research interests that lie at the nexus of Information and Communication Technologies (ICT) and development, citizen participation, innovation, and digital rights. Wakabi completed advanced training (M.A., MSc and PhD) in Communication and in Informatics from Örebro University (Sweden) and Rhodes University (South Africa).
